One of the most meaningful parts of the event is the presentation of the ETM Excellence Awards, our highest honors, recognizing individuals and project teams who exemplify innovation, technical excellence, service, and community impact. This year’s winners represent the very best of ETM’s culture and capability.
Innovation Award — JEA Small Diameter Pipe Replacement Team
We’re proud to honor the JEA Small Diameter Pipe Replacement Program as the recipient of ETM’s Innovation Excellence Award.
To help JEA replace aging galvanized water mains across Jacksonville neighborhoods, ETM implemented an innovative trenchless technique called Stitch Moling, a method that allowed new HDPE mains to be installed alongside existing lines, keeping customers in service throughout construction. This approach significantly minimized neighborhood disruption while improving speed and cost efficiency.

The project’s success has inspired JEA and ETM to expand the approach for future replacement programs, demonstrating how innovation can simultaneously enhance reliability, efficiency, and customer experience.

Project Excellence Award — SR 5 (US 17) Broward River Bridge Replacement (CEI Team)
Congratulations to our CEI team for earning the Project Excellence Award for their outstanding work on the SR 5 (US 17) Broward River Bridge Replacement.
This FDOT, federally funded project replaced two aging bridges, one nearly 100 years old, with a single, modern structure built for safety, resilience, and community connectivity. Throughout construction, the ETM CEI team navigated complex challenges including significant utility conflicts, unstable soils, and even an emergency response following a CSX bridge failure.
Despite these obstacles, the team consistently upheld FDOT quality standards, protected sensitive environmental resources along the St. Johns River, and maintained exceptional coordination with contractors and stakeholders.
Trusted Advisor Award — Robert Mullin
We are thrilled to recognize Robert Mullin as this year’s recipient of ETM’s Trusted Advisor Award, honoring a team member who consistently earns trust through integrity, expertise, and exceptional service.
Robert’s deep understanding of our clients’ goals, combined with his unwavering commitment to quality, sets him apart. Whether he’s uncovering cost-saving opportunities, verifying material compliance, or developing technical solutions, like the repair procedures he designed after the I-95 bridge strike, Robert consistently delivers value that strengthens project outcomes and stakeholder confidence.
Beyond technical excellence, Robert is known for providing true concierge-level service. From building customized documentation tools to guiding new contractors with tailored resources, he goes above and beyond to ensure teams succeed.

Creating Community Award — Wes Watson, Feeding First Responders
The Creating Community Award honors a team member who advances ETM’s core mission, Creating Community®, through service, compassion, and positive impact. This year, we proudly recognize Wes Watson for his leadership in the Feeding First Responders initiative.
Wes has dedicated countless hours to supporting local police, fire, and emergency personnel through volunteer-led meal deliveries that express gratitude and reinforce connection across Northeast Florida. His efforts embody the heart behind ETM’s mission: building stronger, more resilient communities by uplifting the people who serve them every day.
Wes’ commitment reminds us that community isn’t just something we design or engineer, it’s something we nurture.
