ETM provided CEI Construction Management services for the widening of US-17 and the Doctor’s Inlet Bridge (4-Lane Rural to 6-Lane Urban) in Orange Park, Florida. The structures are twin 22 span concrete bridges over navigable waters, incorporating 240 precast concrete pile driven footers and AASHTO Type III and IV precast concrete girders. The bridge columns, pier caps and footers are all mass concrete components. Additional Construction features included: twin 36 inch steel casing jack and bores under CSX Railroad, an offsite stormwater compensation pond with special weirs, underdrain, drainage, forcemain/water main relocation, fabric-formed ditch pavement, sediment basins, retaining walls, highway lighting and mast arm signalization. This project required coordination with multiple government agencies and local businesses in order to overcome limited right-of-way and complex maintenance of traffic phasing. A critical aspect of this project was strict environmental compliance while working in waters of the state. This project is one example of many, which are indicative of ETM’s expertise in meeting the technical aspects of construction management and our proven ability to maintain compliance with agency permits.
