The Board of Directors of England-Thims & Miller, Inc. (ETM), an infrastructure and development consulting firm with more than 360 employees across Florida, unanimously voted to promote Tyler Mathews to Chief Executive Officer. Effective November 19, 2024, Tyler will serve as ETM’s next Chief Executive Officer in addition to his current role as President, Hugh Mathews will serve as the firm’s Chairman. The announcement was celebrated at the firm’s 2024 Annual Meeting, held on November 19, 2024 at the University of North Florida’s University Center.
Alongside these leadership transitions, the Board welcomed seven new Shareholders: George Miller, PE, Ryan Clark, PLA, Goran Duvnjak, PE, Thomas Hatcher, PE, Dallas Schrier, PE, Hanna Gamsky, PE, and Matthew Guilbeault, PE. These appointments bring the firm to 33 Shareholders — representing the importance of employee ownership within the privately-held firm’s culture.
Tyler Mathews is the fourth CEO in the firm’s history since its founding in 1977. Prior CEOs include Jim England, Doug Miller, and Hugh Mathews. Since Tyler began his tenure as President in December 2021, the company has experienced substantial growth — including over 100 new team members to deliver on client demand.
Hugh’s transition to the role of Chairman builds on his four decades of service to ETM and reinforces his role in ensuring the firm’s success through strategic mentorship and project leadership. This continues to build on the tradition of developing leadership within the organization providing continuity of serve to their customers.

This evolution of ETM’s leadership structure follows a period of significant growth. Over the past three years, the company has expanded its presence in Orlando and is actively planning to increase its presence into the Tampa market. ETM has earned numerous national awards; recent highlights include the National Recognition Award at the 2024 Engineering Excellence Awards presented by the American Council of Engineering Companies, and the Collaboration Award at the 2024 Esri Partner Conference (EPC). The firm was also recognized as the highest-ranked honoree in the “Extra-Large Employer” category in the Jacksonville Business Journal’s 2024 “Best Places to Work” program.
