Race Track Road Widening & Corridor Improvements from Bartram Park Blvd to E Peyton Pkwy

Project Overview

The Race Track Road Widening project transformed a key residential and commercial corridor spanning both Duval County and St. Johns County, improving mobility, safety, and regional connectivity in one of Northeast Florida’s fastest-growing areas.

Completed through a unique public-private and interlocal partnership, the project widened a critical segment of Race Track Road, added multimodal infrastructure, and delivered drainage, utility, and landscaping improvements. The effort required close coordination between the City of Jacksonville, St. Johns County, Eastland Partners, and England-Thims & Miller (ETM) to successfully advance and deliver improvements across jurisdictional boundaries.

Cross-County Solution

Because Race Track Road crosses the county line in this area, the project required an uncommon level of coordination between two public agencies. ETM and Eastland Partners worked closely with both jurisdictions to help shape a solution that aligned funding, approvals, and long-term maintenance responsibilities.

This collaborative approach enabled the project to move forward efficiently despite regulatory, jurisdictional, and logistical complexity. Through a historic interlocal agreement the following services were provided:

  • Roadway Planning & Engineering - Engineering support for widening the roadway from two lanes to a four-lane divided facility, including right-of-way donations.
  • Traffic & Safety Improvements - Traffic signalization and roadway safety enhancements to accommodate increased traffic volumes.
  • Stormwater & Utility Coordination - Planning and coordination related to stormwater management, drainage improvements, and utility relocations.
  • Permitting & Regulatory Coordination - Identification and coordination of FDOT and wetland permitting needs across county lines.

Regional Impact

Now complete, the Race Track Road improvements deliver long-term benefits to both counties and the surrounding communities, including:

  • Increased roadway capacity in a rapidly growing residential and commercial corridor
  • Improved traffic flow and safety through upgraded geometry and signalization
  • Enhanced multimodal access with bicycle lanes and wide sidewalks
  • Coordinated drainage, utility, and landscaping improvements

This project helps position the corridor for continued growth in residential and commercial development.
