Project Overview


Avalon Park Daytona is a 2,760-acre master-planned community that received final rezoning approval from the Daytona Beach City Commission in May 2026, clearing the way for one of Central Florida's most ambitious long-term developments.

At full buildout, the project will deliver 8,818 residential units and approximately 1.09 million square feet of commercial and non-residential space, positioning it as a self-contained community west of Interstate 95 and south of State Road 40. Described by its developer as a "city within a city," Avalon Park Daytona is built on the principle of "live, learn, work, and play," with phased delivery of housing, retail, civic uses, employment space, and major infrastructure.

England-Thims & Miller (ETM) provided civil engineering and entitlements services to help guide the project from concept through approval.

Engineering and Entitlements at Scale


A project of this size requires a long, disciplined entitlement process and a civil engineering plan capable of supporting decades of phased development. ETM partnered with Avalon Park Group to help navigate the regulatory, planning, and engineering complexity required to bring the project to approval.

The services provided included:

  • Entitlements - Leading the entitlement strategy and coordination required to secure the rezoning approval of 2,760 acres into Avalon Planned Development, as well as the annexation and comprehensive plan changes necessary to advance the project.
  • Civil Engineering - Engineering work to support the master plan, phased development structure, and infrastructure framework that will guide the community's growth.
