ETM’s scope spanned the full civil engineering lifecycle of the project: site planning, roadway design, drainage and stormwater, traffic signalization, utility design, hardscape and landscape design, regulatory permitting, and surveying. A particular challenge was the existing sanitary infrastructure running beneath the site, which required careful coordination to cap and reroute without disrupting the surrounding urban street grid.
ETM also served as civil engineer of record for the concurrent reconstruction of Alfred DuPont Place, a City of Jacksonville capital improvement project delivered by FIS on behalf of the City, which realigned the Forest Street and Alfred DuPont Place intersection into a 4-lane divided roadway connecting Riverside Avenue directly to the St. Johns River and Gefen Park. Engineering both the private campus and the surrounding public street simultaneously allowed ETM to harmonize grade, drainage, signalization, and hardscape across the project’s private and public components in a way that would not have been achievable through sequential delivery.
The completed project includes an 8-story, 1,647-space parking garage with approximately 6,000 SF of ground-floor retail, a 21-foot public “Garden Walk” plaza along Forest Street, reconstructed Northbank Riverwalk frontage, river docks, and native riparian landscaping. The building was designed by Gensler (Tampa) and constructed by Gilbane Building Company, and was engineered to withstand a 500-year flood event.Â
